Established in May 2000, the SHI was designed to capture a wide range of cyber-related complaints—from online fraud and intellectual property violations to hacking, economic espionage, online extortion, international money laundering, identity theft, and other internet-facilitated crimes. As of December 31, 2023, the SHI has processed over eight million complaints. Its core mission is to serve as a reliable, user-friendly reporting portal for suspected cyber-enabled criminal activity, while also fostering robust partnerships with law enforcement and industry stakeholders. The data collected is rigorously analyzed and then disseminated for investigative and intelligence purposes, as well as to bolster public awareness.

While each individual report is significant on its own, the aggregated data reveals larger trends that allow the FBI to connect disparate incidents, drive thorough investigations, track emerging threats, and in some cases, freeze illicitly obtained funds. Furthermore, by sharing these intelligence reports across a vast network of FBI field offices and partner agencies, the SHI strengthens our collective national response—both at the local and national levels.
